ICD Brief 29 - PROSECUTION OF ECOCIDE AS A WEAPON IN ARMED CONFLICT: REFLECTIONS ON CRIMEA, October 2022
Prof. Borys Babin is a chief expert with the Institute of Legislation of the Verkhovna Rada of Ukraine. He holds a Juris Doctor degree from that Institute. He acts as an expert with the UN bodies, OSCE, Council of Europe, Minority Rights Group International and Crimean Tatar Resource Center. He was an agent of Ukraine and a vice-minister of justice of Ukraine in 2015 and a Representative of the President of Ukraine in the Autonomous Republic of Crimea from 2017-2018. In 2020, he was a primary founder of the Association of Reintegration of Crimea.
Dr. Oleksii Plotnikov is a senior lawyer with the Civic Organization “The Tenth of April”. He holds a PhD from the National University “Odesa Academy of Law” (Ukraine) and was a Fulbright visiting researcher at Cardozo School of Law (USA). He was an expert of the Expert Council with the Representative of the President of Ukraine in the Autonomous Republic of Crimea in 2018. He acts as an expert with the UNDP and the Crimean Tatar Resource Center and was a co-founder of the Association of Reintegration of Crimea.

Clémentine Dècle-Classen is a young French scholar and professional in socio-environmental justice and sustainability. Dècle-Classen graduated from the University of Amsterdam with a BSc (honours) in Politics, Psychology, Law and Economics (PPLE) and a major in law in 2020. Currently, she is finishing an MSc in Governance of Sustainability at Leiden University.

Lisa Oldring is an independent law and policy advisor with a specialization in international human rights and humanitarian law, grounded in 20 years of practice with the United Nations and other international organizations. As senior advisor on human rights and security policies with the Office of the UN High Commissioner for Human Rights from 2009-2019, she served as lead author of UN reports on counterterrorism, global surveillance practices, and the use of force. Currently, she focusses on the global climate crisis and human rights accountability, serving as Law and Policy Advisor for Stop Ecocide Canada; Vice-Chair, Biosphere Institute of the Bow Valley; and Member of the Board, Avocats Sans Frontières Canada.
Kate Mackintosh is the inaugural Executive Director of the Promise Institute for Human Rights at UCLA School of Law. She has held multiple roles at international criminal tribunals, including as Deputy Registrar for the International Criminal Tribunal for the former Yugoslavia. Mackintosh has also worked with Doctors without Borders and was part of post-conflict human rights field operations in Rwanda – working to rebuild the justice system after the genocide – and Bosnia, where she collaborated with Bosnian lawyers on strategies to use the courts to support economic and social rights. She has lectured and authored numerous articles and reports on the principles of humanitarian action, international criminal justice and the protection of civilians. Most recently, she was Deputy co-chair of the Independent Expert Panel for the Legal Defition of Ecocide.
